Updated list Mapuche Political Prisoners, Chile, April 2016



Currently there are 30 pu peñi ka pu lamngen Mapuche political prisoners

Mapuche political prison is now a reality in Chile. Even if the state denies it, there are still cases of Mapuche imprisoned as a result of the political persecution that has been unleashed with force in the Mapuche communities. The political response of the state -through the police repression-, a national matter of both historical and political borders, has not only increased the strength of a flame that has never gone out, as the Mapuche newen and our dignity never have been undermined in the long history of our people; even less when it comes to regaining our Wallmapu.

Currently there are already thousands of hectares recovered. Many are the grains, potatoes and other products that have sprouted from the liberated territory, and many families today have a place to live and work the land. Also, day by day that territory increases where we can develop as Mapuche, practicing our own spirituality and worldview.

Even so, there is still a long way to go. Our Lof are an example to follow, our weichafe are a constant education of struggle, strength and conviction; our Machi, Longko, Ngenpin, Lawentuchefe and many other pu peñi ka pu lamngen who have the ancestral knowledge that the Ñuke Mapu has given us are our hope, because with this knowledge our people can also defend against the constant attacks of the Chilean state and the capitalist system, which we see daily in hydroelectric megaprojects, mining, in the extractivism, forestry monoculture and so on... It is in this scenario, in which now a total of 30 pu peñi ka pu lamngen are Mapuche political prisoners, of whom we next will deliver a brief information.

Araucanía region

Preventive Detention Center (CDP) Angol (Los Confines S / N)

Visiting days: Wednesday, Saturday and Sunday from 10.00 hrs to 16.00 hrs.
(Admission until 12.00 hrs, then after 14.00 hrs.)

1. Luis Humberto Marileo Cariqueo / From September 3, 2012 / Community Cacique José Guiñon, Ercilla. (Convicted of the crime of robbery with homicide to 10 years and 1 day)

2. Cristian Pablo Levinao Melinao / From September 27, 2012 / Community Rayen Mapu, Ercilla.
(Convicted of the crime of armed robbery to 10 years. Currently charged with various offenses under the law of gun control, preparatory trial hearing will be on June 8 in the court of Temuco)

3. Juan Pablo Likan Ñanco / From October 9, 2015 / community Wente Winkul Mapu, Ercilla.
(Charged with robbery, arson attack, minor injuries and damage, currently in preventive detention. Prosecution requested a sentence of approx. 30 years in prison. Preparatory trial hearing will be on 17 and 18 May in the court of Nueva Imperial)

4. Werken Daniel Cornelio Melinao Melinao / From February 2, 2016 / community Wente Winkul Mapu, Ercilla.
(Charged with robbery, arson attack, minor injuries and damage, currently in preventive detention. Prosecution requested a sentence of approx. 30 years in prison. Preparatory trial hearing will be on 17 and 18 May in the court of Nueva Imperial)

(Charged with robbery, arson attack, minor injuries and damage, currently in preventive detention. Prosecution requested a sentence of approx. 30 years in prison. Preparatory trial hearing will be on 17 and 18 May in the court of Nueva Imperial)

6. Leonardo Eusebio Quijón Pereira / From September 3, 2012 / Community Chequenco, Ercilla.
(Convicted of the crime of robbery with homicide to 10 years.)

7. Hector Melinao Levinao / From June 2014 / Community Rayen Mapu.
(Sentenced to 5 years for armed robbery)

8. Fernando Enrique Millacheo Marin / From September 3, 2012 / Community Chequenco, Ercilla. (Convicted of the crime of armed robbery to 15 years)

9. Bernardo Neculpan / From August 27, 2014 / Community Newen Mapu, hamlet of Chekenko.
(Convicted of illegal possession of weapons)

10. Jorge Palacios / Community Calfuqueo, Chamichaco, Ercilla.

Visiting days Convicted: Monday and Friday from 10.00 to 15.30 hrs.
(Admission until 12.00 hrs, then after 14.00 hrs.)
Visiting days Charged: Tuesday from 9.30 to 11.30 hrs. and Saturday from 13.30 to 16.00 hrs.

11. Machi Celestino Cerafín Córdova Tránsito / From January 4, 2013 / Lof Yeupeko Wenteche, Vilcun.
(Sentenced to 18 years for arson resulting in death. His case is in international bodies for human rights violations, before the Inter-American Commission on Human Rights)

12. Guido Enrique Curihuentro Millaleo / From February 9, 2016 / Community Pehuen Huilio, Freire. (Sentenced to 8 years imprisonment and a fine of 12 UTM for arson)

13. Wenüy Felipe Durán Ibáñez / From September 22, 2015/ Padre Las Casas, Temuco.
(Charged on charges of illegal possession of weapons and ammunition, arsonist attack, among others. Currently in preventive detention. Preparatory trial hearing will be on June 8 in the court in Temuco)

14. Eliseo Catrilaf Romero / From March 30, 2016 / Niagara, hamlet of Nilquilco, Padre Las Casas, Temuco. (Charged with the crime of arson, resulting in death, of a terrorist nature. Currently in pretrial detention for 2 months during the investigation).

15. José Arturo Córdova Tránsito / From March 30, 2016 / Lof Yeupeko Wenteche, Vilcun.
(Charged with the crime of arson, resulting in death, of a terrorist nature. Currently in pretrial detention for 2 months during the investigation).

24. Cristian Paillan / From December 8, 2015 / Autonomous Community Budi, Lake Budi territory.
(Charged with attempted murder of military police. Currently in preventive detention)

Biobio region

Preventive Detention Center (CDP) Lebu (José Joaquín Pérez nº 775)

Visiting days: Tuesday, Thursday and Sunday from 10.00 to 12.00 hrs.

25. Milton Alex Ortiz Llebul / Lof Mawidanche, Alto Antiquina.
(Charged with arson. Currently in preventive detention. Preparatory trial hearing will be on May 19 in the court of Cañete, along with other pu peñi ka pu lamngen of the Cayuhan family of the same community, recently released due to modification of a precautionary measure, as it was possible to prove the use of an "occasional contributor", the new name given to the already known "faceless witnesses" used by the PDI and the prosecution.

(Charged with stealing wood. Tortured by police during detention, current lawsuit filed by the NHRI to investigate the case.)

(Charged with illegal possession of arms and ammunition, receiving and attack against the authority. Tortured by police during detention, current lawsuit filed by the NHRI to investigate the case.)

FINAL WORDS

The updating of this list is mainly due to new arrests and precautionary measure changes facing our Pu weichafe. We must also not forget the countless cases that are open, where our pu peñi ka pu lamngen are in conditional liberty and must be signing daily or bi-weekly, with travel restrictions or other restrictive measure which prevents that they can freely exercise their normal work, it is also a severe economic blow to their families.

Finally we ask everyone to spread to the maximum the information contained in this list, in order to report on the actual situation regarding the Mapuche political prisoners.
