Fundo El Canelo and the unity of the Mapuche struggle

Public Statement No. 2


After 17 days of the occupation of the estate El Canelo by Lof El Malo, Ranquilhue Chico and Choque, commune of Tirúa, the balance achieved after the Nguillatún, last Thursday October 24, reveals the selfless unity as shown by various Communities in Resistance in the province of Arauco.

It is clear once again that the number one enemy of the Mapuche is the forestry capitalism, that in this territory of Wallmapu exceeds 50% of our soil. This is where the recovery of the estate El Canelo, usurped by the multinational Volterra, becomes a key objective for the reconstruction of the Mapuche Nation.
 

This has been understood by the other Lof in Resistance of the zone that arrived en masse to the Nguillatún of October 24, which reinforced the idea not to lay down the actions to definitely regain the 800 hectares usurped by Volterra and, thus, advance to a greater territorial control by the Mapuche. 



When the recovery started the need was voiced to add all the landless communities opting for the struggle of Resistance and Reconstruction. This sign of unity allowed the incorporation of a new community into this recovery process: it is the community Francisco Millabur of Lof Ranquilhue Grande, whose members are already working on control tasks of the estate.

We invite our brothers from other communities to join in this recovery processunderstanding that the elementary thing is the reconstruction of our territory, without falling into divisions subservient to the state and forestry companies, our real enemies. On this line this Wednesday October 30th we will have a new trawun in the interior of the estate in dispute.

From Arauco we send fraternal greetings to our brothers political prisoners, including the Machi Celestino Cordova that these days faces the Chilean courts of justice. We know that with the strength of our pu lonkos and support of our people, this setup will be pulled down.

Prosecution of Collipulli refuses to receive family of murdered peñi Rodrigo Melinao

Public Statement by the Mapuche communities Mallekoche and Antonio Pañitrur of Bajo Malleko denouncing the following to the national and international public opinion:

Given the refusal of the Prosecution of Collipulli to receive the family of the murdered peñi Rodrigo Melinao who today went to request information on the progress of the investigation, we consider that this act is a slap in the face of those seeking justice, and also an act of discrimination and racism towards our Mapuche People, as the doors of the prosecution closed during public opening hours. If this were the case of a big settler all available resources would be used to clarify the facts. Which is not the case of this heinous murder of our peñi Rodrigo Melinao.

It is noteworthy that this Prosecution of Collipulli is very diligent to persecute, prosecute and imprison our people, but in this situation that afflicts a family, and the Mapuche People in general, decisions aimed at clarifying the cowardly assassination of our brother Rodrigo Melinao have not been taken. 

The communities Mallekoche and Antonio Pañitrur of Bajo Malleko fully support the request by the family Melinao Licán, and demand of the Prosecution of Collipulli that they will be informed of the progress of the investigation and that resolvent actions be taken concerning this cowardly murder as soon as possible.

We call upon the Mapuche communities to be vigilant and to support the requests demanded by the family of our murdered Weychafe Rodrigo Melinao.

PUBLIC STATEMENT BY THE MAPUCHE POLITICAL PRISONERS ON HUNGER STRIKE IN THE PRISON OF ANGOL, CHILE

ANGOL, OCTOBER 17, 2013

From the prison in Angol, we, Fernando Millacheo and Cristian Levinao, Mapuche Political Prisoners, greet you and inform to the Mapuche People, social organizations and the national and international public opinion that:

Kiñe: We announce that since Tuesday October 15, 2013, at 12.00 we have responsibly assumed a hunger strike for an indefinite period, with the aim of achieving the annulment of the trial which condemns us unjustly to 15 years and 10 years respectively. Facing such a drastic decision, concerning our health, considering that we have carried out other previous strikes, it is that it becomes for us a necessity that we get our freedom.

Epu: The Public Ministry unjustly accused us of Robbery with Intimidation and intended Homicide, with as a result the high penalties that were imposed on each of us, now our process is in the Supreme Court waiting to be reviewed and annulled, due to the innumerable irregularities that were part of the trail to condemn us.

Küla: We emphatically denounce the injustices and abuses of power committed by the Chilean government and the Ministry of Justice, against our Mapuche Nation, criminalizing our territorial demands. This sentence, we know, is part of the political persecution that the State manages against our communities Newen Mapu and Rayen Mapu, among others, where we have assumed the recovery and liberation of our territory from the hands of landowners and forestry companies. 

Meli: We call on all our peñi and lamgen, the social organizations and all those who believe in the liberation of our territory from the destructive hands of corporations and landowners to support us and visit us as we carry out our hunger strike, we know that without the support of the people in the streets, to reach our goal, would be very difficult.

URGENT NEWS UPDATE ON THE HEALTH STATUS OF MAPUCHE POLITICAL PRISONER JOSE MARIANO LLANCA TORI

Yesterday the afternoon, José Mariano Llanca Tori was transferred from the jail of Angol, to the Hospital of the Town, the result of a INTESTINAL BLEEDING caused by the BREACH OF A VEIN IN THE ESOPHAGUS, he consequently suffered fainting spells, vomiting and loss of consciousness. We reiterate that these symptoms have occurred repeatedly in recent months, endangering his life.

We publicly denounce that José Mariano Llanca Tori was the victim of violations of his Basic Rights as a Prisoner, and he was not provided First Aid in the units of the prison and was transported by a prison van of the Gendarmerie to the Hospital in Angol, in dreadful conditions, being long minutes in the hands of personnel that does not have the required medical knowledge for so serious a situation. 

We reiterate that José Mariano Llanca Tori, has been applying from the month of August the Prison Benefits to qualify for better health care, according to his needs and which will allow him to regain his health, not just to maintain it in the current state. Considering also the alternative treatment of his own culture, with the help of the Machi. For this reason we make it clear that it is in the hands of the Gendarmerie to provide the facilities to José Llanca to begin shortly with a dignified treatment.

We thank all those who are aware of this struggle and will continue to denounce the injustices and continue to accompany José and his family at this difficult time.  

PUBLIC STATEMENT ON THE HEALTH STATE OF MAPUCHE POLITICAL PRISONER

We inform the Mapuche People and the national and international public opinion, the serious situation being experienced by the Mapuche Political Prisoner José Mariano Llanca Tori, who since May has been undergoing a deterioration of his health.

We inform that José Mariano Llanca Tori yesterday in the afternoon, October 12, 2013, has been transferred to the Regional Hospital of Temuco, a result of ruptures in varicose veins, which produced intestinal bleeding, considering that it was not the first time this situation happens, and compounding this,  are the poor conditions in which José Llanca is attend in the dependencies of Angol prison. In the afternoon of this day October 13 José Llanca was transferred to the hospital in Angol, after his condition was stabilized.

Our main concern is the repeated bleedings, fainting, vomiting and loss of consciousness that befall him in his cell, having records of it taking more than 40 minutes before receiving the first care from the Gendarmerie.

We reiterate that José Mariano Llanca Tori, has been requesting since the month of August of the Gendarmerie of Chile, to grant him prison benefits considering his medical report stating an irreversible disease, therefore, it is of indispensable necessity to obtain such benefits, allowing him to achieve a dignified medical treatment according to his needs.

We call upon all people who are aware of the fight that takes place every day in the various jails of the country, resulting from State Terrorism perpetrated against the Mapuche people, to accompany José Mariano Llanca Tori and his family to get the prison benefits, so he can have the basic care of a good treatment, in order to stabilize his health.

Three of five members of the Mapuche Autonomous Community Temucuicui arrested yesterday durin massive police raid are held in Pretrial detention

Transferred to the jail of Angol were three of the five community members arrested yesterday after the huge police operation in which police forces destroyed virtually everything in its path and, especially productive community plantings within the estates Nilontraro, La Romana and Montenegro usurped by René Urban and Ruf and Zeit, lands claimed by the Communities Autonomous & Traditional Temucuicui, where they also seized tools and other belongings of those who had built houses on the lands and ran over a flock of sheep killing at least 15 animals and injuring many others.

Felipe Huenchullan, Hugo Queipul and Carlos Arzola were imprisoned pending the formalization to be held tomorrow in Collipulli, while the Lonko Victor Queipul and the Werken Jorge Huenchullan were released but also have to present themselves tomorrow, as they will be formalized for allegedly covering up the flight of the other three community members who are accused of attempted murder against police officers, all this as a result of the extension of detention at the request of the Public Prosecutor's Office pending the outcome of the forensic tests which yesterday were forcefully carried out by LABOCAR. 

The racism, the arrogance and the setups are tools endorsed by the police institutions and accepted by the courts of justice, we are the ones who were attacked on our land, battered and wounded, we are the ones who were arrested, handcuffed, tortured and also defamed by the State's terrorism said Lonko Victor Queipul at the moment of regaining his freedom outside the Court of Warranty of the City of Collipulli, where several Mapuche communities involved in Territorial Recovery processes came to show support.

The procedures that were carried out by the police forces of the Militarized Police in the second police station of the city of Collipulli yesterday with all detainees were marked by irregularities. 

It all started with the control of the car of Werken Jorge Huenchullan at about 16:30, yesterday, at the time they were on their way to the city of Ercilla to attend the wounds of Felipe Huenchullan who was injured as a result of the actions of the Militarized Police during the violent raid, at that moment, and for the second time, the Militarized Police controlled the vehicle, here the Militarized Police noticed that inside the car Felipe Huenchullan was traveling. Immediately under threats and severe beatings all occupants were forced out of the car, later they were all arrested and taken to the second police station of the city of Collipulli, where they spent the whole night.

Around 17:30 The injuries of all detainees were documented, here, without realizing they were observed, a policeman called the doctor on duty and instructed him on the contents of his report of the injuries, especially those of Felipe Huenchullan and Victor Hugo Queipul
18:00 The attorneys reviewed the conditions under which the detainees are held, it is reported by the chief of the Militarized Police that they were arrested for concealing their identity, but that will all be released in the course of the afternoon. (Information provided to lawyers and family)
19:00 A minor was released  
19:30 As a result of the information provided the lawyers and staff of the Institute from Human Rights withdraw 
19:30 Prosecutor Luis Chamorro arrives, who had requested the court to let carry out forensic tests by LABOCAR of the Militarized Police on the bodies and clothes of all detainees, without lawyers but with the prosecutor present, with heavy beatings, the prisoners are removed from the cells one by one, with obvious cries of pain from the blows that they receive, and the forensic tests were forcefully performed on them
  
Family warn the lawyers Nelson Miranda and Ricardo Caceres by telephone of what was happening inside the police station to the detainees, subsequently the lawyers notified the judge who immediately communicated with the captain of the Militarized Police of the station, who blatantly denied all that was happening, it should be noted that this whole procedure was performed in the presence of the Prosecutor Luis Chamorro.

Finally all family members who were inside were forced to leave the waiting room of the police station, without knowing more details of the state of health of the detainees, it should be recalled that two traditional authorities of the Mapuche People were being tortured.  


Public Statement about the massive police raid and imprisonment of our people

Faced with the massive police raid and the imprisonment of our people the Mapuche Community
Temucuicui
Autonomous states to the local, national and international public opinion the following: 

1. - Yesterday, Wednesday October 9, 2013, there were two serious acts of violence by the Chilean repressive state apparatus, who once again have violated our rights and tranquility of the Community by the eruption, raid and violent militarization of our lands, raiding and destroying all goods and crops that we have on the premises which we have called in productive recovery and territorial control of our ancestral land, now held by settlers.

2. - Following the heavy militarization and fixed points which were installed at all entrances to the community, thus violating again the legitimate right to free movement, were violently arrested 6 people members of our community in a supposed vehicle control, Traditional Authority Lonko Victor Queipul Huaiquil, Werken Jorge Huenchullan, Victor Hugo Queipul Millanao, Carlos Arzola Caro and Felipe Huenchullan, who today were presented to the Court of Assurance of the City of Collipulli, the Lonko and the Werken being set free, while the other three members of the community were transferred to the prison in Angol, who will be formalized on the charge of "attempted murder" to policemen tomorrow Thursday 11 at 10 hours AM.

3. - With this serious and violent police attack is clearly demonstrated that there is no political nor administrative will on the part of the Chilean government to meet the demands of our community. The "will for dialog" that they supposedly have stated, is no more than a historical practice of deception and manipulation to the Mapuche people, because our community will continue asserting our legitimate right to land and usurped territory. We regret that government authorities have not been able to resolve our demands and only have responded with severe repression and abuse of our people and our Traditional Authorities militarizing and besieging our community completely.

4. - The arrest and subsequent imprisonment of our people, responds exclusively to the systematic practices of abuse and repression that exist towards legitimately mobilized Mapuche communities. With the imprisonment of our brothers they try to justify and hide the massive operation of police aggression towards our community, using the judicial power at all levels, judges, prosecutors and police officers who orchestrate and manipulate at will political and judicial setups with the aim to distort our legitimate demands for land and the usurped Mapuche territory.
